Every criterion in the RFP carries an associated score. A strong technical proposal explicitly addresses each one with data, methodology, and verifiable commitments. Nomos reads the RFP PDF, maps the criteria, and writes the proposal evaluators expect to read — point by point, no generic template.

The structure evaluation panels expect to find — and what Nomos generates by default
Track record, identification data, organisational chart, leadership team, certifications, and general sector experience.
References for similar work over the last 3-5 years, contract values, durations, and certificates of completion. Adapted to the thresholds in the RFP.
CV of the contract manager and full team. Qualifications, specific experience, percentage commitment, and personnel retention.
How the contract will be executed phase by phase. Process diagrams, tools, communication with the contracting authority, and deliverables.
Quality KPIs, controls, internal audits, non-conformance management, and continuous improvement. ISO 9001 as reference.
Gantt chart, verifiable milestones, resources assigned per phase, and contingency plan.
Voluntary commitments that increase contract value at no additional cost — the section that often decides the award.
Commitments on prevention, sustainability, equality, and CSR. Increasingly weighted in public procurement.
Synthesis of the strongest points — the first and last contact the panel will have with your proposal.
How long should a technical proposal be?
It depends on the RFP: many impose a maximum (40, 60, 80 or 100 pages). If there is no limit, the sweet spot is between 60 and 120 pages. More is counterproductive: it tires the panel and dilutes the arguments.
What font and format should it have?
If the RFP doesn't specify, the standard is Arial or Calibri 11pt, 1.15 line spacing, 1-inch margins, paginated index, header and footer. Nomos exports directly in this format.
How are past performance references cited?
Each reference should include client, scope, contract value, duration, completion date, and ideally a certificate of completion signed by the client. Nomos generates the listing and formatting.
Do value-added commitments have a cost?
Value-added items are voluntary commitments at no additional cost to the contracting authority. Examples: extending the warranty period, adding follow-up meetings, offering training. They add points without raising the price.
Can I use the same proposal for multiple RFPs?
Not directly. Each RFP has distinct criteria and the proposal must answer those specific criteria. But the company, capability, and team sections are reusable — Nomos repurposes them automatically.
